Early 68 Ghia fuel tank question

I have an early 68 ghia and the gas tank has an aluminum tube going from the lower left of the tank to the lower right trunk wall. I'm guessing it is either a vent or overflow tube. If I am using a vented gas cap, can I remove it and block off the tank. Thanks for your help.
