Maybe. Plenty of modern cars have filters like that (usually just one) and are very easy and tidy to change. I am guessing it helps to have a relief valve at the bottom of that filter housing, so oil has a chance to mostly drain out of the filter before you remove it.

Your picture is of a Subaru... I have 2 of them. There's flanges around the filter that all the oil drips into.
Most filters have a anti-drainback valves so they are not empty at startup. There's oil in the filter and with that double mount, it will run down the engine. |

For a everyday driver... they sure are safe.

So, what exactly are we looking at here?
Custom carb-mount with a carb I don't recognize (plus a terrible accelerator-cable angle, won't last long), custom oil-breather box welded up from remains of original (with additional valve-cover breather collection-box), pre-cleaner foam filter tied onto filter with paracord, stock coil in non-stock location, stock generator, fuel-pump delete (with added brace for heavy carb), three-piece intake with preheat deleted in favor of aluminum foil, heater-boxes replaced with J-tubes, fan-shroud horns plugged, aftermarket dizzy, voltage-regulator moved to engine-compartment, messy unsupported wiring, lower sled-tin zip-tied loosely in place, aftermarket crank-pulley, and no front pulley tin at all!
Did I miss anything? (are the case-halves mismatched, or did only one get cleaned/painted? Maybe a GEX?)
Quite a mess! Looks incomplete/hasn't been run long or at all in current configuration. _________________ Two Bugs-

Oh, it'll function well enough for a surprisingly long time!
I didn't say it wouldn't run, I just noted all the mods/hacks done, some of which affect longevity.
(I didn't spot the hose-barb-ception at first glance, glossed right over it XD)
These are tough little relatively simple engines, after all.
So, what sort of carb do you have on there, anyhow? Now that we know it's yours. I'm curious! _________________ Two Bugs-
