I like the look of these rudge faux knockoff wheel covers but my question is pretty dumb but nevertheless oh and I have wide five rims anyway would these get mounted over the wheel or put on first and then secure the wheel?

I'm pretty sure you mean this type? They are a pop on just like a hub cap.
