vin vs. chassis number?

on my 56 the number on the vin plate matches the the chassis number, yet on the bulkhead behind the seat (front) there is a different number. the bulkhead is original has not been replaced. basically i was wondering if this was a factory goof.

i guess that is easy enough. i was thinking that the bulkhead was scab in at one point in the buses life , yet i looked it and its original. i had thought that maybe it was a bulkhead that was an extra at the factory and Hans needed to finish his day so he used it. the numbers are only 1000 off the vin is 191 and the bulkhead is 181.
