The car in the foreground is a first gen Honda Civic 4 door hatch, yeah that's really a thing, they weren't sold in North America.
I think the van towing the police car is some kind of Volkswagen. _________________ Rust NEVER sleeps and stock never goes out of style.

I did a Goggle image search and see the same tail lights from a 1930 FORD
MODEL A 68B CABRIOLET.
The 1980s Ford Shay and Model A's have different tail lights. _________________ *******************************

You can buy those tail lights in reproduction and put them on anything. Maybe a Shay owner was looking for more "authenticity"? The one in the photo looks to have much wider leaf springs than an original Model A, but who knows? _________________ nothing |

The Model A had a transverse rear leaf spring mounted above the axle. This one appears to have parallel leaf springs like most American cars of the '60's and '70's. _________________

For some reason I thought they had parallel leaf springs when the A was introduced. But your point makes the ID here pretty definitive. _________________ nothing |

Unless you look at the bottoms of the rear fenders, left is closer to the pavement than the right by my quess at least a couple inches, or a hundred plus pounds. |

The guy taking the picture with one hand while driving his Bus may be a little crooked too!
We followed them for a couple blocks but there was a car in front of us so I couldn't get a good look but we both turned and I had to get a quick pic as we were pulling over to park.
As "busman78" highlights, the guy driving looks to have some girth. _________________ *******************************
