Is it ok to drill a couple holes and mounting screws into the fan shroud? As long as it's not drilling into the fan/alternator backing plate. Its a black doghouse fan shroud |

Perfectly fine. Lots of people mount their coils on different spots on the shroud than they were originally mounted. Some have even cut large holes in their shrouds to run their intakes for FI mods. Just use self tapping screws or run bolts through the whole shroud from one side to the other. |

I've drilled into it too. Look carefully at photo below of my 1835cc engine; I drilled a hole for the return spring for my Weber 40DCNF, and to the right, near that metal fuel filter are two holes with hex head screw plugs that I used to mount the coil remotely when this engine ran dealer-installed AC.

Is it off or on the engine?
The oil cooler is also inside the fan shroud. |

Ok, so it isn't close to the front face of the shroud? Cause I checked, the cooler is in the extrusion behind the shroud, exiting behind the rear tin |

One reason I eventually replaced the fan shroud on my Baja Bug was all the damn holes I had drilled in it for mounting a generator style voltage regulator onto it. The holes would wallow out over time so I'd reposition it... eventually, moving it down on top of the generator itself. The holes remained, but I did cover them with some electrical tape until I retired it.
The holes were not the only reason I changed the shroud, I wanted to try an EFI shroud with the venturi ring at the air intake side, to see if engine cooling would be better with it, as I've found that VW engines tend run rather hot at my altitude due to a lack of air density.
you can see some traces of the old electrical tape that I had removed covering the holes in this image:

Here is an oil cooler, sans fan shroud, at the base of cylinder 3. Be careful where you drill.

Actually, that's NOT the correct way to measure 9 or 10 ft lbs of torque !!!
Your photo shows 9 lbs 13 oz of force applied at a force arm the length of the combination wrench, technically where the hook is positioned inside the box end. If we assume that your combination wrench is 4 inches long, or 1/3 of a foot, then you are actually applying 9.8 lbs of force at 1/3 of a foot, or about 3.27 ft lbs to the nut.
