Rustolem rusty metal primer was used to prime the pans, can said paint directly on metal and scuffed rusty metal (my pans were very clean and basicly rust free). It cured for about three weeks. I applied the dap contact cement and waited 25 minutes. Stripped the paint right off! It adheared just fine to the primer I had painted over the factory paint on the kick panals. Any thoughts? Maybe try self-etching primer?

I always use the 3M spray adhesive, never had a problem with it, 77 should be sufficient for the floor

It's primer, it's designed to be painted over. Actually just using primer won't protect from rust. Primer is porous, you really need to paint over it.

One other thing, it's not good to glue carpet to the floor. You step into your car on a rainy day, your carpet gets wet, and the moisture now has a place reside and eventually rust your floors. VW's never had carpet on the floors, always rubber floor mats.

Absolutely true! Primer is a top coat adhesion layer. Primer can stick to surfaces top coat paint cannot stick to. And Primer has the properties that top coat paint sticks to really well!

As a result, Primer is as a rule not a weather proof covering........ Paint it.

But, while I hate to do it, an erroneous statement must be corrected.
VW did indeed install carpet in their vehicles.
The late Ghia has carpet, my 74 Super has carpet as well.

I'd be very interested in knowing what happens with contact cement and a rustoleum topcoat. I'm thinking of using an adhesive waterproofing on my floor pans that uses something like contact cement, and I've wondered if it would strip the paint or dissolve it or something like that (haven't tested it out myself yet).

Duly noted, maybe I should have said, "most" Beetles were never carpeted.

Still, it's not the best idea to glue carpet to the floor.

Agree 100%!!

That's why I have a poor mans version of Mercedes Benz's carpet system!

My Super has carpet in it. Still seems decent enough for 40 years old.

Contact cement also removes gel coat from fiberglass. I tried to cover fiberglass running boards with a rubber mat. I had to do it twice when the gel coat peeled off.

I don't know how well it would work over primer but as far as a spray adhesive goes, I've had EXTREMELY good results with this stuff. Works great! I try to keep some on hand because sometimes it's hard to find. 8)

Paint on liquid and even thick spray Contact Cement is too strong for non hardener added paint. Too much solvent.
You should definitely top coat any primer.

Rusty Metal Primer is an excellent product but needs a top coat.
Rustoleum is an excellent product.

I have used the 3M 90 spray with good results on just about any paint, even non hardener paints after full curing.

I glue my floor carpets around the edges only, just to keep them from sliding.

Rustoleum products...all products take time to fully cure. Some enamels take 30 days for all the solvent to vent.
Its imperative to follow recoat and application times.
Sometimes if you recoat to quickly it will dry on the surface and cause the uncured solvent to cook and bubble the whole job.

Thank you for all of the replies. I will top coat and report it's outcome. I think another part of the problem is that I really globbed on the cement on the passenger side, there were no problems on the drivers side. I used a lighter coat and it adhered well. I'm not glueing the carpet directly to the floor. Shower paneling is being used to replace the tar board. No rot, no moisture absorbency, provides a rigid, flat surface to mount carpet. It comes in 4'x8' sheets, cuts easily and bonds well with contact cement. $33.00 a sheet at Lowe's
