View original topic: What if I sold my car overseas?
1sick59dc Wed Jan 11, 2012 7:21 pm

As some of you know I sold my DC to a gentlemen in Germany. Now my renewal is due this month. What is the process?? Do I need to let DMV know I sold my bus. Should I submit the release of liability to them??

Your advice is greatly appreciated.

Do you mean for license plates? When I sold my Cadillac to a collector in Belgium, I just didn't renew it and transferred the plate to another car.

Yes, you are supposed to let the DMV know on any car sale, including the mileage at the time of the sale, so the new owner doesn't kill someone a mile away from your house and you get sued for everything you own.

It's a "Release of liability" form that you send to DMV upon sale. If it was registered and you gave buyer title and reg, the blank release of liability was attached to your title with VIN/Make/Model already printed on it.

You'll need mileage, VIN#, plate#, and buyers name-address, etc... you can also print a blank ROL form at cadmv online or pick one up locally at any California dmv.

I do have the bottom portion of the pink slip. But again the vehicle is shipped to Germany. Will I be repsonsible for any payments etc??

plates are invalid out of your State (I'd think) if you've signed the ownership/title over.

In my experience this is basically true but I've had an issue driving a car on "someone else's" plates. For instance, I just drove on the previous owner's plates for 3 weeks while waiting for the title and DMV stuff.

In most (all?) states you are supposed to get a temporary permit in your name for the drive home.

Laguna Niguel, California, correct?

You successfully sold and shipped a vehicle to an overseas buyer...I'm positive you can figure out how to contact the DMV to get the "right" answer.

You'll post the answer after you've figured it out, won't you?

Just fill out the release of liability/ ownership transfer form, send it in, or put it in the drop box @ the DuMV, and you're done.

Do the release of liability online it comes out of your name instantly, or go to AAA if ur a member when u mail it or drop it at dmv it actually takes months for them to get it in the system. Dmv is slow in processing them manually. I do them online everytime

Wow I really appreciate your help. It never crossed my mind to do that.

My point: Each state has it's own rules...won't do you a bit of good to advise you on what the Commonwealth of Pennsylvania does if you live in California.

From California DMV website: http://dmv.ca.gov/vr/vr_info.htm#BM2521

1) Requirements after selling a vehicle.

When selling a California registered vehicle, the registered owner of record must:

Release ownership by signing on line one of the title.
If the vehicle is, or was financed, the lienholder’s name appears in the legal owner section and their release with counter signature is required on line two.
Provide the purchaser with evidence of a valid smog certification, if applicable.
Smog certificates are good for 90 days from the date of inspection. The smog certification is not required if the owner or buyer signs a statement that smog certification was submitted with renewal fees within 90 days prior to the transfer date (a vehicle inspection report may be required for proof of certification).

Recent legislation changed the requirements for vehicle transfers occurring on or after January 1, 2005. When you transfer a vehicle that is four or less model years old a smog certification will not be required. The four or less model years old rule does not apply to diesel powered vehicles. A smog transfer fee will be collected from the new owner. When a vehicle is more than four model years old, evidence of a current smog certification must be provided by a seller except when the following occurs:
The transfer occurs between a spouse, domestic partner, sibling, child, parent, grandparent, or grandchild.
A biennial smog certification was submitted to DMV within 90 days prior to the vehicle transfer date (a vehicle inspection report may be required for proof of certification).
Provide the odometer mileage if the vehicle is less than 10 years old (Vehicle/Vessel Transfer and Reassignment Form, REG 262). If the title does not have a designated space for this information, a REG 262 reporting the odometer mileage must be signed by both the seller and buyer. The REG 262 cannot be copied. An original must be submitted. To obtain a form by mail, call DMV's automated phone service 24 hours a day, 7 days a week at 1-800-777-0133. To speak to an operator call between the hours of 8 a.m. and 5 p.m. Monday - Friday, Pacific Standard Time, or pick one up from your local DMV.
Protect Your Liability. Complete a Notice of Transfer and Release of Liability. The seller is responsible for reporting the change of ownership to DMV within 5 days from the date of sale. After DMV updates the information from the Notice of Transfer and Release of Liability, you will be cleared from future liability on the vehicle. The purchaser is responsible for reporting the change of ownership to DMV within 10 days from the date of purchase.

2) How do I stop receiving renewal notices for a car I no longer own or if I moved out of state?

If you received a renewal notice for a vehicle you no longer own, DMV probably did not receive a Notice of Transfer and Release of Liability or if one was submitted it was incomplete or illegible. You must submit another Notice of Transfer and Release of Liability for the vehicle record to be updated. A Notice of Transfer and Release of Liability must be submitted not only when the vehicle is sold, but also if it is gifted away or donated.

Registration renewal notices are computer generated more than 60 days prior to the expiration date. Occasionally, these renewal notices are generated within days of the sale of your vehicle and the documents may cross in the mail.

If this occurs, complete another release of liability form or submit a copy of your original notice of release of liability with your renewal notice, and DMV will update the information. You can mail it to the address on the form.

If you have moved out of California and received a renewal notice, simply write on the notice that you are no longer in California AND provide the date that you moved out of state and mail it back to DMV. Your record will be updated with the new information when DMV receives the notice. Failure to do so will not stop any collection efforts, up to or including, wage garnishments or bank levies.

You're welcome!

Don't how the process in your state works,in MD. when you sell a car you are required to turn in the plates to the DMV. Also if you get a renewal notice, should be a space to let the DMV know that the vehicle has been sold.
