Has anyone used Second Skin's Spectrum as an undercoat for their interior? I was thinking of putting a couple of coats of this in between the primer and top coat in the interior for sound & heat insulation.

Read their site and ask them questions. I don't believe that it is to be used under paint. It is something you can brush on the pans before you lay carpet down or before their Damplifier.

Spectrum can get applied to any areas of the car. Interior, exterior or whatever.
Best when used as an undercoating while Damplifier Pro is being used underthe carpet in the car. That was you sandwich the floor pan between 2 different products

Can it be painted over Por-15?

Yes, It sure can.
Many customer use por-15 or rust bullet, then follow up with Spectrum.
