Can an application of clear coat be used to protect chrome such as on a bumper? Can wax be used? |

I do the same, but all the new chrome pieces are junk and even with wax they will start rusting in less than 6 months. At least here in Miami Beach that is the case. |

I find Blue Magic metal polish much better than wax for chrome, it leaves a protective coating behind that really helps keep the chrome rust free. |

but can you powdercoat over chrome?
i have a color chip book from tiger drylac (powdercoat company) and they have clear that comes in a variety of finishes, from glossy to matte and even a rough texture. so there is such a thing as clear powdercoat. |

Don't know if you can get clear powder coat but I have seen chrome parts on choppers powder coated on American Chopper. |

nope... 'tis true. here's a couple examples
http://www.tigerdrylac.com/fileadmin/USA/Template/pdf/dsn/TIGER%20SPECIALTIES%20BROCHURE.pdf (page 5 of that pdf shows some of the clears they carry)

for one of our new buildings we're building, we had a sample piece of a steel handrail cleared, and although i thought it looked very nice, a couple other people thought it looked overly "plasticky". BUT if it would work to seal a bumper.... it might be worth looking into. i know when the time comes, i will be researching it more indepth. |

I do VW powdercoating, here are some answers to your questions.
"can you powdercoat over chrome?" Yes, I do it frequently. BUT, I'm putting a color over the chrome. I sandblast the surface, sometimes taking the actual chrome off & getting down the the nickel plate. This gives the surface "bite" for the powdercoat to stick.
"do they make clear powdercoat?" Yes, I put a coat of clear powdercoat over all gloss powdercoat finishes to give them extra depth.
"will clear powdercoat stick to shiny chrome?" No, I would not recommend clear coating over shiny chrome, it will not stick. The same is true for paint, the smooth surface makes it really difficult to get the clear to stick. It will tend to start coming off on any sharp edges.
I hope this helps.
