It is prism so you can see traffic signals when you are parked close to the intersection. That way you don't have to risk a kink in your neck.

European traffic lights have a small repeater light at eye level for the cars at the stop line.

not sure if you ever thought about this, but in Europe we have our traffic lights on the near side of the intersection. In the US they are on the far side of the intersection. This makes it where you would not be able to see the light if you were to pull across the line, like people here in georgia always do. This would be an easy fix for that.
Also, with the light on the near side, they are easier to see behind taller cars, (all in the angles), and the time it takes to clear the intersection after the light turns yellow could be much shorter, cause you would be able to stop when it turns.... just an observation _________________ regards
