My recollection and my manual both indicate a washer is to be under the nut on the steering wheel.
So, you are supposed to have a washer there

2 nuts and 1 washer in this order:
1. washer against the steering wheel
2. nut against the washer
3. nut to hold onto the steering wheel
I'll volunteer for that last position. _________________

by the way, that washer, is a big spring washer (wave style)

59 and earlier did not use a washer. Instead the nut had part of the hex turned round to half the thickness.
The 56-59 steering wheel has a counter bore for this odd nut to fit into.
60-mid 74 used a standard half nut, M18 with single wave flat washer.

Thanks everyone for responding,this car has taken a long time to do.It's finally getting put back together.Only thing I can think of is Murphy has been sneaking
into the garage over the years and taking a part here and there. |

That's alright. As you rebuild things, you will have parts left over. After a few years it will all balance out.
