Rebuilt the entire fuel system of my 1980 VW Scirocco with CIS after it sat for 20 years, including making the rebuilt WUR adjustable per one of the posts here. All seems good with system pressure 72 psi, but won't run with cold control pressure above 5 psi (spec says 22-26) and revs but has no power. Any ideas?

MegaSquirt.

I converted my CIS Rabbit to MS and never looked back. I got tired of the hard hot starts and the prices of rebuilt WUR's. All the hardware is available stock from a digi car. Only issue you might have is the early heads may not have the drilled and tapped holes to mount the fuel rail. I even gutted the air meter box and used it and mounted a later model coil in place of the fuel dist. (that messed with some peoples heads...)
