I recommend checking the plate directly below the fan that is spot welded to the front and back pieces of the shroud. If to close to the fan, it will create this noise. We used to tin snip this spot and bend it closer to the fan to create this noise. As I mentioned earlier in this post.

you were correct. I pushed that piece of tin in the bottom of the shroud to be farther away from the spinning fan and whallah! no more whine!
