It would be nice to run this section of the photo through that fancy photo enhancing software I see on those cop shows all the time. It would be clear as a bell about what is weird about the front of that bus...

I think you were very close to getting it right. Look at every bus in the row up to that point, then look at every bus after that point...
What you are seeing there is a rack holder to support the bumper while mounting it. It looks to may have some padding to rest on the nose so it doesn't get pushed too far in. Look below the odd looking area and you can see a guy pushing or resting his hand on a pole that looks to be holding up a stand for bumper mounting.
