I've never seen it before. It looks like a pre-'49, and the restyling looks very British. If we can figure out what country the license plate is from, that might provide a clue. |
Styling is not British. Pontoon fender styling ( fender bulge extending into the front door ) was on GM cars in 1942.

Actually the first attempts would start on the 1937 Chevrolet as a crease from the top of the front fender back into the door.

ZH is the registration plate for the Canton of Zurich in Switzerland, and was a good market for VW from 1948 on, hence the two front cars being pre May 49 vehicles.
Many Swiss people would also have the inclination & money to spend on customising what was almost a new car, whilst people in the rest of Europe struggled to get basic transportation, never mind doing this sort of thing! |

A 1948 U.S. Army Beetle, with patina and about the time that they were all getting ready to be sent to the D.R.M.O. for sale. (5 years or a little more in service)
In 1954 and the Army would switch over to using Jeeps and mainly US cars for service and Military Police vehicles, the VW Buses fared better and were used a little longer by the U.S. Forces in Germany, until the mid 1960's.

Here are some screenshots from the German TV documentation "Hitlers Reich privat", where private movies from the time 1933 - 1945 are collected, to show a more lifelike view to that time.

For a few seconds, between 00:23:10 and 00:23:36, you can see VW 38/12, IIIA-43012, during a presentation tour through South Germany, probably in summer 1939 - in private pictures that never were shown before!
