Pictures of what is happening?
Without any, I say hone the bushing in the bearing oversize to fit shaft.
If it is chrome it going to be oversize from the process.

I just ran into the same situation, but with 3/4" tubing.

Is it mild steel or Chome Moly? Ive found that CM seems to have tighter tolerance than MS. it fit awesome with CM.

The shaft I have is just mild steel interesting that you have the same problem.I know its not my mount because my son had a set of 7/8 handle bars from a motorcycle and they fit the mount perfect. This is making me think his bars were chrome and you had the cm fit as well hmmmmmmmmm .
I just may have to go cm

They make heim joints that are slightly oversized for this.
