Assistance Needed for a 36Hp Engine NUMBER Why only 4 Digits?

Hi have a 36hp engine with a 4 digit engine. Anybody any ideas of date of manufacture or why only 4 numbers?

It looks like someone sanded down the original number and stamped that, probably when they rebuilt it.

on my old '52 zwitter, I had a similar situation on the 25 horse... I think someone used a 36 case for the 25 guts...
