My 66 beetle experiences rough engine turns and then when it won't start the next time I turn the key nothing happens. If I pull the black cable to the starter I have electricity again. I've been looking everywhere to see if this happened to anyone else but I can't find anything. Are these symptoms of a bad starter?

It sounds like a bad ground strap ;check the tranny ground strap AND the battery ground .

Bad starter? Not so much. More like bad cables or at least loose or corroded cable connections.
