Generator or voltage regulator?

12v at speed is not enough to charge battery. The test should have produced 16-18V. Generator has problems.

Sorry guys, I wasn't very clear.
With the engine cold at a very low idle, ~500 rpm, D+ had about 5V.
It quickly increased to 12V at about 1500 rpm and kept going to >15V as rpm increased.
I was scared to run at 15V so I just noted V at cold idle and rpm when output reached 12V.
It did peak >15V but I didn't note the exact rpm, I didn't keep it there long.

Once I hooked the VR back up, the output would bounce quite a bit.
10V at 2k rpm, then drop after that. Sometimes!
It was all over the place.
Almost like a loose ground.
I will climb under the car and look for the engine/tranny ground strap this morning.

And we have VICTORY!!!
cleaned the tranny ground strap and now the gen light goes out at high idle ~1100 rpms.
I think it was a combo of everything.
Each connection was at least a little dirty.
And cleaning each one made it a little bit better.

Thanks for your help Jon.
The fix was a journey.
The oil fill thingy was opened to the engine bay.
A fine mist of oil covered almost the entire engine bay.
The commutator, brushes, back of the VR, all the connections, etc...
Grounding the Df terminal showed the gen was good so I could focus on a good cleaning.
Couple hours labor and zero $s!!
What a beautiful day!
